To that end, we are seeking a Government Affairs Manager to join our team. The Government Affairs Manager will play a critical role in working with state and local government leaders to develop and achieve the company’s policy, political, business and relationship goals in a way that reflects the values of Microsoft.

The Government Affairs Manager will be responsible for state and local legislative and executive branch lobbying and will also work directly with the U.S. Public Sector sales organization in its efforts to sell Microsoft’s products, services and solutions to government and education customers. In addition to working with government officials, this role will also involve interaction with senior Microsoft personnel and executives and numerous other internal and external audiences.

Responsibilities

  • Promote Microsoft as a local and worldwide leader in providing software, hardware, services and solutions that help people and organizations achieve more.

  • Develop and maintain strategic relationships with state and local elected officials in your region.

  • Advocate for public policy positions including, but not limited to issues of technology, privacy, cybersecurity, environmental sustainability, and broadband.

  • Work closely with public sector sales teams at the local and state level to drive adoption and usage of Microsoft technology.

  • Drive and host targeted audience visits to Microsoft nationally. These include visits to the headquarters campus by elected officials from outside Washington State, partner groups interested in visiting Microsoft headquarters as a part of meetings, etc.

  • Represent Microsoft in partner business and trade organizations.

  • Represent Microsoft interests with governments, business and community organizations to enhance Microsoft’s local presence.

  • Manage government affairs consultants / lobbyists in select geographies.

  • Represent Microsoft at external events, meetings and conferences when needed.

  • Identify opportunities for collaboration with other organizations on issues of mutual interest.

  • Develop coalitions to support Microsoft’s policy agenda as appropriate.

  • Build effective advocacy campaigns focusing on improving perceptions and driving adoption of long-range public policy goals.

  • Ensure compliance of lobbying and political activities with state and local laws / regulations and Microsoft’s Standards of Business Conduct.

Qualifications

  • 5+ years related work experience in or with New York State and/or New York City government.

  • B.A. degree in political science, public policy, or related field.

  • Strong written and oral communication skills are a must.

  • Ability to multitask, prioritize, communicate with peers and managers with a bias for action.

  • This is a dynamic team, and the successful candidate will be expected to contribute to all activities on the team as needed.

  • Any state or local bans on lobbying due to current or former government work experience need to be fully disclosed.

Work experience should include the following:

  • Demonstrated results in developing and implementing strategic plans to drive policy and procurement objectives; familiarity with technology and related public policy issues; ability to engage effectively in a variety of public settings; experience managing outside resources, including lobbying firms and trade associations; ability to work as a team player; ability to be self-sufficient and independent; excellent oral and written communication skills; and a proven track record as an effective advocate and relationship builder.
