Job Description

HII- Technical Solutions Division delivers professional services to a wide variety of government and commercial customers worldwide to include critical services to our DOD and DOE.HII - Technical Solutions Division (TSD) is currently seeking a Procurement Analyst 3 for our HII Nuclear, Maritime Operations Team at our Newport News, VA location.Successful candidate will be responsible for leadings cross functional stakeholders and project team members through complex strategic sourcing initiatives from project initiation through implementation, working very closely with others to: identify sourcing needs; conduct buy/market profiles; define acceptable service levels, utilizes data mining tools to research institutional spend, end-user impact, feedback and marketplace information.

Essential Job Responsibilities

Procures, sources and negotiates the buying of machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Monitors performance of suppliers. Evaluates areas of opportunity to leverage material acquisitions. Tracks data to keep informed on price trends and market dynamics. Negotiates with suppliers and analyzes suppliers' operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records.

Conducts spend analysis, prepares supporting reports/spreadsheets, and makes comparisons in order to recommend most appropriate and efficient strategic sourcing initiatives, applies standard purchasing / procurement methodology to spend categories to achieve organizational objectives, best value for the enterprise, and achievement of target return on investments (ROI), develops sourcing strategies; solicits / analyzes request for proposals; negotiates contracts and coordinates supplier integration plan with project team members and others, compiles and analyzes procurement data to determine feasibility of buying products and establish price objectives, contributes to the development of new concepts, techniques, and standards, assists in the development of internal policies and tools to implement strategic sourcing initiatives, and monitors market dynamics and communicates changes that impact the Shipyard.oposals (RFP) and bid packages.

Minimum Qualifications

6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in realted field; or High School Diploma or equivalent and 10 years relevant experience.

Ideal candidate must be a self- starter with a positive attitude and have the ability to function well under pressure and on short notice. Proficiency in Excel (as well with other Microsoft products) is required.Proficiency in Hyperion, SAP, Cognos, WebEx & SharePoint is highly desired.

A strong project management background with analytical and/or risk management experience is required.Deep sourcing /category management experience (preferred DOD or DOE) and understanding of strategic sourcing methodology (Total Cost Ownership, e-auctions etc.) is highly desired.Strong financial and business acumen, particularly related to spend/procurement background is required.
